Title: Academic Data Specialist/Central Registrar

Reports to: Director of Technology (in academic data specialist role) and Superintendent of Schools (central registration)

Classification: Support Staff, Schedule A

Essential Functions: To provide coordination, management and reporting of district data, including but not limited to SIMS, EPIMS, SCS and SSDR. This position interfaces with staff and faculty on a continual basis and requires a high degree of interpersonal skill and human relations ability. All job functions are to be executed with a high quality of customer service. Customers include administrators, teachers, support staff, parents and community members. Examples of high quality service includes, but is not limited to, prompt responses to inquiries, professional and courteous verbal and non-verbal communication, and proactive problem solving.

Qualifications:

• Effective knowledge of state academic data systems, testing, state and federal regulations for reporting requirements.
• Experience with school wide data information systems and state Schools Interoperability Framework (SIF).
• Strong organizational and computer skills
• Ability to maintain confidentiality with record keeping
• Exhibits positive interpersonal skills and capability to teach/train others in new processes
• Experience using academic data systems software applications
• Demonstrates success experience in integrating and extrapolation of different software applications in various report formats
• Experience using Excel database software
• Demonstrates training and/or course work in database software applications other than Excel.

Responsibilities: In accordance with the provisions of the Massachusetts General Laws, the administrator’s duties shall include the following:

Academic Data:

1. Ensures district data is accurately and consistently maintained and troubleshoot inconsistencies.

2. Assists staff with correctly entering data into student and business systems, while conforming to state and district standards.

3. Maintains procedural knowledge of state and federal guidelines for data reporting as well as technical knowledge of the reporting system used.

4. Assists with timely and accurate state DESE submission and validation of the same. Notifies staff of timelines, needs and requirements.

5. Remains current in the field by participating in workshops, seminars, training and certification programs.

6. Provides professional development and training for staff to achieve and maintain quality data systems with consistent data collection in compliance with district and state standards.

7. Provides and facilitates data mining, decision-support services and reporting for instructional and operational personnel.

8. Assists with annual uploads/roll-overs of teacher/student accounts for curriculum programming.

Central Registration:

1. Offers a friendly face to prospective district families.

2. Serves as the primary resource for all matters related to central registration and its components.

3. Coordinates the student enrollment process for all seven district schools.

4. Prepares all materials (i.e. free/reduced lunch, home language survey, transportation) for student registration and residency requirements.

5. Arranges with individual schools for new student tours/visits.

6. Maintains, monitors and manages accurate databases of information relative to registration and residency according to federal and state laws, as well as district policies and procedures.

7. Handles confidential information concerning students, families, etc.

8. Works in conjunction with special education staff and health service staff to confidentially maintain and collect appropriate special education and/or health records where applicable.

Title: Accounts Payable Clerk

Reports to: Finance Director

Essential Functions: Completes payments and controls expenses by receiving, processing, verifying, and reconciling invoices.

Qualifications: Tracking budget expenses, attention to detail, thoroughness, organization, analyzing information, accounting, vendor relationships, PC proficiency, data entry skills, general math skills

Responsibilities:

• Charges expenses to accounts and cost centers by analyzing invoice/expense reports; recording entries.
• Pays vendors by monitoring discount opportunities; verifying federal id numbers; scheduling and preparing checks; resolving purchase order, contract, invoice, or payment discrepancies and documentation; insuring credit is received for outstanding memos; issuing stop-payments or purchase order amendments.
• Reimburses employees by receiving and verifying expense reports and requests for reimbursement; preparing checks.
• Reconciles processed work by verifying entries and comparing system reports to balances.
• Maintains accounting ledgers by verifying and posting account transactions.

Title: Administrative Assistant to the Finance Director

Reports to: Finance Director and Superintendent

Essential Functions: To perform administrative duties and provide support to the finance director and superintendent as required.

Title: Administrative Assistant to the Superintendent

Reports to: Superintendent of Schools

Classification: Support Staff Wage and Benefit Schedule A

Essential Functions: To perform a variety of complex and responsible duties to relieve the superintendent of administrative detail; to serve as administrative aide and confidential secretary for the superintendent; to coordinate the activities of the employees in the superintendent’s office; to perform a variety of other duties relative to assigned areas of responsibility.

Responsibilities:

Duties may include, but are not limited to, the following:

• Serve as administrative aide and confidential secretary to the superintendent; compose correspondence, reports and commendations independently or from rough drafts or oral instructions, and prepare for superintendent’s signature as needed; arrange appointments, oversee, review, sort and routing of incoming mail; respond to routine matters not requiring the superintendent’s attention.
• Prepare school committee agendas for regular and special meetings; obtain, compile and coordinate information; supervise publication and appropriate distribution of agendas; oversee the distribution of agendas and other materials to board members.
• Coordinate the activities of staff in the superintendent’s office; oversee the maintenance of confidential files; schedule, assign and review work; oversee timely, proper and accurate completion of duties of subordinate staff; oversee mailroom, monitor efficient processing of mail; establish and implement office procedures; set priorities and timelines.
• Ensure appropriate dissemination of minutes including safekeeping of official copy of minutes for historical purposes; arrange to grant requests from the public to view the minutes and/or other documents which are public records.

Title: Administrator of Special Needs

Reports to: Superintendent of Schools

Classification: Administrator

Essential functions: To provide PK-12 leadership in the areas of special education curriculum, instruction, learning, assessment, strategic planning, staff development and grant management in coordination with the district administration.

Qualifications: Master’s degree or higher, appropriate licensure, Massachusetts Dept. of Elementary and Secondary Education.

Responsibilities: In accordance with the provisions of the Massachusetts General Laws and applicable regulations, the administrator’s duties shall include:

1. Exercise general supervision of identification, referral, evaluation and program planning for all school age children, as defined by state and federal regulations regarding special education.

2. Provide for the register and census of children with special needs.

3. Insure that current records are kept of all information relating to evaluations required by the Department of Education.

4. Organize the TEAM evaluation/review process.

5. Receives referrals of school aged children for evaluation and assigns such children to appropriate evaluations.

6. Maintain current list and description of program options available for school aged children with special needs.

7. Develops and maintains a continuum of program options ranging from in-class to substantially separate program options.

8. Maintains contact with all out-of-district programs necessary to the District.

9. Assist the TEAM in determining eligibility guidelines regarding Special Education services.

10. The Special Education Administrator shall be the contact person and source of information for site-based and district administrative personnel in matters related to the implementation of Special Education regulations.

11. The Special Education Administrator shall advise and assist in the planning, development, and the implementation of new program, policy, and procedure related to program for special needs children.

12. Other duties assigned by the Superintendent.

Title: Assistant Principal, Shepherd Hill Regional High School

Reports to: High School Principal

Classification: Administrator

Essential functions: The assistant principal shall be an educational leader and manager of the school and shall supervise the operation and management of the school and school property, subject to the supervision and direction of the principal. (See M.G.L. c. 71, §59B.) The assistant principal shall perform faithfully, diligently and competently the duties of a public school assistant principal. The assistant principal hereby agrees to perform his/her duties in accordance with the policies of the Dudley-Charlton Regional School District, provided that except as required by law no amendment to such policies subsequent to signing of this contract shall impair the district’s contractual obligations hereunder.

Qualifications: Master’s degree or higher, appropriate licensure, Massachusetts Dept. of Education.

Responsibilities: At his/her assigned school and in accordance with the provisions of the Massachusetts General Laws and applicable regulations, the administrator’s duties shall include:

A.Administer curriculum and instruction of the students enrolled in his/her school.

B. Advise and assist the principal in recruiting and appointing regarding the following:

Teaching Staff and Paraprofessionals

Other Professional Staff

All Non-Professional Staff

Other resource and service personnel,while functioning in the assigned school.

C. Assist the principal as to supervision and oversight, in accordance with their right to due process, all of the above staff while they are employed at the assigned school in the following areas:

Assistant Superintendent for Teaching and Learning

Reports to: Superintendent of Schools

Qualifications: 

• Education:

  • Master’s Degree in Education required. Doctorate or advanced degree preferred.

  • Coursework in Curriculum Development, Educational Administration, Reading, Language Arts or other applicable areas is preferred

  • Certification as a Superintendent/Assistant Superintendent in Massachusetts 

• Experience:

  • Minimum of 5 years of classroom experience with preference across grade levels; other educational experiences will be considered

  • Minimum of 3 -5 years of administrative experience at the building or Central Office level

Responsibilities: 

The Assistant Superintendent for Teaching and Learning may perform all or a combination of several of the following duties: 

• Collaborates with the superintendent, directors, principals and other district and building-based staff to develop and implement instructional programs to ensure a high level of student achievement. 

• Effectively communicates instructional programs, philosophies, beliefs and policies of the district to staff, students and the community. 

• Encourages, Plans and Evaluates classroom and system-wide instructional technology and other innovations consistent with proven educational practice and evidence-based research

• Facilitates collaborative groups to recommend major content resources to the District

• Provides oversight and guidance through a district approval process for all field-based curriculum experiences and service learning opportunities 

• Facilitates the analysis of the results of district and state assessment, determines trends and recommends plans for improvement in instruction 

• Reviews and guides the District Educator Evaluation System

• Works with district staff to establish a comprehensive professional development program aligned with district objectives

• Collaborates with district leaders to implement and appropriate orientation and mentor program for teachers new to Dudley-Charlton Regional School District.

• Assists in the recruitment and selection of system-wide instructional and non-instructional staff

• Approves requests for attendance at professional meetings and conferences for teachers, administrative assistant, and educational support personnel

• Approves requests for attendance and reimbursement to courses for college/university credit to be paid for teachers, administrative assistants and educational support personnel 

• Acts on behalf of the superintendent of schools in approving and supervising home school programs

• Promotes and assists in the coordination of effective communication internal to the district and externally to the community

• Attends school committee and subcommittee meetings and prepares necessary reports for same as requested by the school committee in his/her area of responsibility. Acts on behalf of the superintendent in his/her absence

• Writes grant proposals and supervises the implementation of such grants which support system-wide needs and goals within assigned areas of responsibility. Assists, encourages and promotes such grant writing by all staff in appropriate areas

• Provides oversight to ensure compliance with the state’s accountability system and administrative oversight for various state and federal grants related to instruction to include but no limited to Title I, Title IIA

• Oversees new developments in curriculum, instruction and technology and provides leadership in determining appropriateness for students.

• Administers the DCRSD in the absence of the superintendent of schools

The Assistant Superintendent for Teaching and Learning shall perform other related job tasks as assigned by the Superintendent of Schools

Title: Athletic Trainer

Reports to: Superintendent/ Building Principal

Classification: Wage and Benefits Schedule for Nurses/Athletic Trainer

Essential Functions:

• The position of athletic trainer (AT) is a full school year position, from the earliest fall practice until the final spring contest. The duties of the AT include, but are not limited to, prevention of athletic injuries, recognition, evaluation and immediate care of athletic injuries, rehabilitation and reconditioning of athletic injuries, health care administration, administration of baseline/follow-up neurological (such as ImPACT) testing, and professional development and responsibility as specified by the National Athletic Trainers' Association's current role delineation study.

• The AT serves as a liaison between physicians, allied health providers, coaches, athletes and parents.

• The AT protects students by ensuring that players participate only when physically able and that any physician instructions are understood and followed.

• The AT will be responsible for athletic training room and on-site event coverage as specified in

Employment contract.

Qualifications:

• The AT must be certified by the National Athletic Trainers' Association Board of Certification

(NATABOC) and maintain the standards established by the National Athletic Trainers' Association's

(NATA) role delineation study.

• The AT must be in good standing with the Massachusetts Allied Health Board and hold a current license.

Responsibilities:

• The AT is responsible to the athletic director and the supervising physician will be the team physician.

• The AT will coordinate with the athletic director to ensure that the athletic training room and all required events will be covered, as well as the priority of coverage for non-required events.

• The AT will cover selected post-season contests as determined by him/herself and the athletic director.

• Develop and maintain a comprehensive emergency plan.

• When appropriate, administer an athletic training student intern program in accordance with our independent study guidelines.

• Establish a working relationship with the designated team physician, community physicians, and community allied health care providers.

• Maintain a good rapport and communication with parents.

• Maintain adequate medical records on all injuries and rehabilitation procedures.

• Comply with any and all policies regarding health care delivery as indicated by the Dudley Charlton

Regional School District guidelines.

• Work and maintain daily hours of operation in the athletic training room.

• The AT will be responsible for budgeting, inventorying and making orders for athletic training supplies.

• Have a working knowledge of fitness center equipment use and basic maintenance.

• Assisting in the application of protective equipment.

• Maintain a clean working environment in the athletic training room by exercising appropriate disinfecting techniques. Monitor locker room and fitness center for environmental cleanliness.

• The AT will be available to advise coaches of flexibility, strength and conditioning programs to help prevent injuries and optimize performance.

• The ATC may serve as a consultant to the middle school athletic program by advising middle school athletes in the athletic training room on an appointment basis.

• Perform other duties as assigned.

Title: Clinical Supervisor/Behavior Specialist

Reports to: Administrator of Special Needs, Principal

Classification: Collective Bargaining Agreement

Essential Functions:

Serves as a district-wide service provider and behavior consultant for special education students requiring services beyond the scope of a school psychologist. Serves as a member of a clinical team including the Principal, Special Education Teacher, General Education Teacher, Team Chairperson, related service providers, ABA technicians and teaching assistants to develop and assist in the implementation of behavior plans, as well as creating programs for ABA technicians.

Qualifications:

• Bachelor’s degree with 2 plus years experience in Applied Behavior Analysis
• Master’s degree or program training for a BCBA certification preferred
• Extensive experience working with autistic children and their families
• Experience working with children at the PK-K level desired
• Experience in developing Individualized Education Plans
• Excellent listening, communication, and organizational skills

Responsibilities:

• Careful reading of records, observation and creating the programs for the ABA technician to use with each student, primarily at the elementary level
• Observe the operations of the programs to ensure that they remain current and continue to meet the student’s needs
• Oversee data collection conducted by service providers to monitor progress toward goals and objectives
• Consultation with teachers and parents, as part of IEPs and as part of pre-referral activities at all school levels in both Dudley and Charlton
• Provide recommendations and develop behavior plans for service providers to implement to reduce undesirable behaviors
• Required to provide services during the summer
• Act as a liaison between school and family

Conditions of Employment:
The physical demands of this position are representative of those that must be met by a teacher of elementary education, although reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. While performing the duties of this position, the staff person is regularly required to stand, walk, sit, see, speak and hear. The staff person is periodically required to reach with hands and arms, and stoop, kneel, crouch, or crawl. He/she must occasionally lift and/or move up to twenty-five pounds, tolerate occasional loud noise levels, and possess good physical endurance. Specific vision abilities required by this position include close vision and distance vision.

Title: Benefits Coordinator

Reports to: Superintendent, Finance Director and Treasurer

Classification: Support Staff Wage and Benefit Schedule A

Essential Functions: Minimum of three years’ experience in benefits management and payroll processing in a firm of at least 100 employees

• Knowledge of State and Federal laws and regulations governing Massachusetts employee payroll and benefits
• Substantial knowledge of health insurance administration
• Competence in bookkeeping/accounting

Responsibilities: Act as district liaison with insurance providers, tax sheltered annuity providers and State and Federal regulatory agencies related to wages and benefits.

• Provide new employee orientation to include payroll, retirement, insurance and annuity information.
• Assist employees with problem resolution of benefit issues. Responsible for all written and phone inquiries of current and former employees concerning employment verification, retirement, buy-back provisions, etc.
• Act as payroll clerk when that person is absent from work
• Provide required payroll and benefits notifications to employees in a timely manner, including lump sum payment option.
• Maintain personnel records
• Keep finance director informed of problems and changes in benefits administration

Title: Cafeteria Manager

Report to: Principal, Food Services Manager

Essential Functions:

Director of Pupil Personnel Services

• The Director of Pupil Personnel Services position involves the design, development, management, monitoring, supervision and administration of Pupil Services programs, including special education and student support services, in grades Preschool – 12. The coordinator and the IST process shall decrease inappropriate referrals to Special Education thus strengthening the assessment-intervention link.

Responsibilities:

• Maintain a positive, collegial, and supportive attitude and independent work ethic for self management of schedule along with the ability to remain flexible to a variety of rotating daily responsibilities.

Take a leadership role in analyzing data to inform instruction at the school level.

Responsibilities:

• Provide building support to teachers in the area of ELA, specifically as it relates to implementing the existing program. Assist with the integration of existing ELA program at assigned school through the Response to Intervention Model.
• Assist in building community support for ELA instruction through the planning and implementation of two Family Literacy Nights throughout the year.
• Maintain communication with stakeholders relative to issues surrounding ELA instruction.
• Participate in the monthly district ELA meetings at the elementary level.
• Assist with building initiatives designed to support ELA instruction and to impart the message that all children can success in ELA.
• Demonstrate the ability to work collaboratively to improve instruction using research based approaches.

Title: Nurse Coordinator

Reports to: Superintendent of Schools

Classification: Stipend Position

Essential Functions: The school district’s Nurse Coordinator is responsible for the management, implementation and oversight of a coordinated school health program, which is consistent with guidelines from the Commonwealth’s regulations governing school health and those that regulate nursing practice. As a direct care provider, advocate, and supervisor, the Nurse Coordinator collaborates with the School Physician in assessing, planning, and implementing the school health program and protocols.

Responsibilities:

The critical elements of this role are the support of optimal student health care and the supervision of the professional school nurses who provide it.

Duties include:

1. The school nurse coordinator provides leadership for the total district-wide health service program. She or he develops a needs assessment, plans and implements programs, and ensures that standards are consistent among all school buildings.

2. The school nurse coordinator has a critical role in supporting school nurses in their increasingly challenging practice. She or he is charged with supervising and monitoring the school nurses. The school nurse coordinator also engages in research and evaluation of school health services for continuing improvement of school health programs and school nursing practices

3. The school nurse coordinator serves to support the ongoing professional development of the nursing staff.

4 The school nurse coordinator is a community liaison, addressing health issues of children and adolescents.

5. The school nurse coordinator serves as the pivotal contact person for all major public health initiatives within the schools, such as screening, asthma surveillance, and new vaccine information. The school nurse coordinator participates in all local emergency and pandemic planning efforts.

6. The school nurse coordinator is a key advocate for the health of all school-age children. Whereas school nurses understand the health needs of children in their individual buildings, the school nurse coordinator has the advantage of a broader perspective. The school nurse coordinator participates in school decisions that may affect health, and advocates at the community level on issues relating to child health.

Title: Physical Therapist

Essential Functions: Provide consultation to general and special education teachers, as well as guidance staff when needed.

Responsibilities:

• Provide oral and written input relative to the development of Individualized Education Programs (IEPs) for students with disabilities who qualify for speech-language services.
• Participate in pre-referral screening processes and building-based teams (BBT) as needed.
• Conduct appropriate assessments for initial and re-evaluations and provide written report, including a synthesis of results and recommendations.
• Provide individual and group sessions according to IEPs, with a focus on integrated therapies and modeling within the inclusion classroom.

General duties include but are not limited to health assessment, medical treatment and health counseling of students; medication administration; development, implementation and ongoing evaluation of individualized medication administration care plans and individualized health care plans; collaboration with other health care providers and school personnel regarding the health of students; providing emergency care to any individual in the case of injury or sudden illness; performing and/or overseeing all Massachusetts Department of Public Health mandated health screenings or activities; maintaining comprehensive school health records including computer; prevention and control of communicable diseases within the schools; staffing immunization clinics and other public health related duties.

Essential Functions:

Maintain health files for each student with up-to-date, cumulative medical health records and vaccination records

Ensure medication orders on record for all prescription medications

Ensure parent consents on record for all prescription and over the counter medications

Title: School Physician

GENERAL RESPONSIBILITIES: The role of School Physician is a position authorized under

MGL: Ch.71,Sec.53.

PERFORMANCE RESPONSIBILITIES:

The school physician functions as part of a health team addressing the health issues of the students in the school district. The school physician will work most closely with the school district’s Nurse Supervisor, who is responsible for the daily management of the school health program.

The school physician role involves: direct service, clinical consultation and practical consultation.

Direct Service

The school physician:

provides physical examinations (grade 3, grade 7 and grade 10), annually prior to participation in competitive sports, for students who lack a primary care provider; or choose to avail themselves of the school physician services.

assumes the role of sports team physician or assumes the responsibility for identifying a physician for coverage of school-sponsored sports events, subject to the approval of the Superintendent.

Clinical Consultation

As the role changes and the health needs of the students and staff become more complex, the school physician:

consults on a regular basis with the school nurses; and

consults with school administrators and other school personnel, as needed.

Examples of issues where school physician consultation may be useful include but are not limited to:

students with special health care needs;

students with individualized educational plans (IEP); individual health care plans (IHCP), and Section 504 plans as needed;

immunizations or implementation of state mandated immunization regulations;

infection and outbreak control (e.g., pertussis, meningitis, pediculosis);

vision, hearing and postural screening;

staff health, wellness and disability issues;

mental health issues;

classroom management of the child with physical or emotional issues);

school environmental issues as they arise;

school sports medicine program.

Practical Consultation

The school health program offers many opportunities to promote the health of large populations of children. To do this effectively, the District must have effective evidence-based practices and procedures. In the school physician’s practical consultation role, he/she collaborates with the District’s school nurse supervisor, and provides consultation on practices pertaining to the health and safety of school students and staff.

These consultations may include but are not limited to:

crisis intervention (depression, suicide and violence);

emergency and disaster planning and preparedness (collaborating with local emergency medical services);

substance use/abuse, including tobacco;

infection control and universal precautions;

attendance, including exclusion for illness;

medication administration, including nonprescription medications;

management of children with chronic illnesses.

Minimum Qualifications

a license to practice medicine in the Commonwealth of Massachusetts (M.G.L. c.71, s.53b); and

knowledgeable about the health needs of children and adolescents.

Additional Preferred Qualifications

The school physician/medical consultant should, in addition, be board certified or board eligible in pediatrics or family practice.

Essential Functions: The school psychologist is trained to provide health and psycho-educational services to children, staff and the school community. The school psychologist is trained to deal with a wide range of problems that confront children, parents, teachers, and administrators. The school psychologist is committed to the development of the full potential of each child, which requires an understanding of:

Qualifications:

Master’s degree or higher. National Certification requires 60 semester credits (90 quarter credits) beyond the baccalaureate degree. In addition, at least one full year (1200 hours) of supervised internship / practicum experience is also required. In total, school psychologists need three years of graduate study and successful scores on a national examination to attain national certification. Many school psychologists further their level of expertise by obtaining the doctoral degree or licensure as an educational psychologist or psychologist.

Program Management

The School Psychologist manages time effectively and provides services and/or follow-up on interventions in a timely manner:

Demonstrates effective time management of administrative duties, program implementation, and direct consultation services with students, families, and staff.

Counseling
The school psychologist uses training and experience in a variety of counseling techniques which are appropriate for the age and background of students and the needs of the particular school system. The school psychologist:

• provides group or individual counseling in response to specific adjustment issues such as divorce, grief, and substance abuse.
• conducts focus groups on the importance of establishing healthy thinking and living habits to help prevent problems, such as those associated with substance abuse, eating disorders and sexual conduct.
• engages in group or individual counseling with "at risk" students.
• provides social skills training to students for the purpose of establishing healthy thinking and living.

Assessment / Evaluation
The school psychologist examines the cognitive, social/emotional, environmental, and cultural factors affecting a child's learning progress through a wide variety of techniques. The school psychologist integrates relevant information from individual assessments of the child, the child's educational, social, and medical history, family information, and an understanding of the context of the classroom where the child is expected to learn. The school psychologist brings to this task a strong background in diverse learning styles and factors that could facilitate and impede the learning process. The school psychologist:

• engages in assessment activities with individual children to gain a understanding of their intellectual, academic, and emotional functioning at a particular point in time.
• develops an understanding of a child's functioning within a classroom setting by means of observation and teacher reports.
• meets with parents, teachers, and administrators to integrate school and home information, to formulate recommendations for appropriate program decisions, and to help all involved understand how the child can learn best.
• helps the child understand and cope with information about his/her learning style and any changes in his/her educational program.

Essential functions: The speech-language pathologist provides evaluation, consultation and treatment in the areas of articulation, language, fluency, and voice. The speech-language pathologist participates as a member of an interdisciplinary team designed to conduct student assessments, develop Intervention Plans and Individualized Education Plans (IEPs). He/she assists in special education team decisions for instructional and/or support programs.

Qualifications: The speech-language pathologist must have an M.A. degree in Speech Pathology, Communication Disorders or related field and hold the Massachusetts Department of Elementary and Secondary Education certificate endorsement as a speech-language pathologist.

Responsibilities: In accordance with the provisions of the Massachusetts General Laws and applicable regulations, the speech-language pathologist’s duties shall include:

Qualifications: Bachelor’s degree or higher, appropriate licensure from the Massachusetts Dept. of Elementary and Secondary Education. Strong interpersonal skills, resourcefulness and creativity, as well as sound professional ethics are necessary. Highly-Qualified Teacher designation is required.

• Strong organizational, communication and management skills
• Administrative experience preferred

RESPONSIBILITIES:

• Effectively facilitate, and conduct team meetings for annual reviews, initial/re-evaluations, and other special education-related meetings.
• Oversee, and assist in the development of Individualized Education Programs (IEPs) for students with disabilities.
• Participate in pre-referral screening processes and instructional support teams (IST)
• Coordinate special education services among teachers and service- providers.
• Communicate appropriately with building principals to troubleshoot scheduling/servicing of students receiving special education.
• Maintain responsibility for adhering to timelines during special education processes, including timeliness of evaluation reports and review forms; and work closely with staff and parents to communicate such.
• Coordinate completion of progress reports and IEPs and review teacher/provider input for accuracy and appropriateness.
• Facilitate collaboration among regular education teachers and special educators and paraprofessionals.
• Work closely with special services director and building administrators to address critical student/family/school issues.
• Assist in MCAS administration relative to accommodations of students with IEPs, as well as those participating in an alternate assessment.
• Attend out-of-district team meetings when necessary and/or determined by the Director of Special Education Services.
• Maintain working knowledge of special education laws and regulations.
• Assist in the monitoring and compliance of state and federal regulations and participates in DESE monitoring reviews as assigned.
• Provide, and/or participate in, professional development activities as deemed necessary and appropriate.

Title: Title I Director, .4 FTE

Reports to: Superintendent of Schools

Classification: Dudley-Charlton Regional School Committee Stipend Position

SCOPE: The Supervision of Title One instructional services in Language Arts and Math.

MINIMUM QUALIFICATIONS:

Certification and experience as a School Administrator preferred.

RESPONSIBILITIES:

The Title One Director will be responsible for all instructional planning in relation to Title One students; is responsible for the direct delivery of instruction to Title One students; and works with other teachers in a cooperative way. The responsibility for record maintenance and progress reports will be part of the teacher’s role. The director will work in cooperation with the building principal in facilitating the scheduling of instructional time slots for students. The director will also conduct appropriate assessment and testing as required by the project evaluator, and will maintain communication with regular teaching staff members. The director is expected to be an active participant in building level Parent Advisory Council activities.

DUTIES:

1.Develop the Title One project, budget, mandatory information, program narrative.

2.Develop Title One Staff agendas for meetings as needed.

3.Develop agendas and chair a minimum of two parent meetings in each community (Dudley and Charlton in the spring and in the fall).

4.Attend Massachusetts Department of Education workshops for Title One throughout the year.

5.Monitor all Massachusetts Department of Education regulations as they pertain to Title One.

6.Ensure Title One records are kept properly.

7.Maintain responsibility for the daily operation of the Title One program.

8.Ensure that all building principals are informed of current changes in the Massachusetts Department of Education Title One regulations.

9.Keep the Superintendent of Schools abreast of changes that occur on the federal, state and local level relative to Title One.

Keep the Finance Director aware of any financial changes in the Title One program.
